Split Loom, it is an over the counter product at even the chain auto part stores. Mostly aimed at the ricers I have seen red & blue but the material feels cheap and not like the OEM stuff.

I have got a couple of big rolls from http://www.delcity.net/store/Loom-&-Loom-Clamps/a_all (the better stuff) and the material feels quality.
