Mysterious Disconnected Ground Wire in Passenger Footwell

Hello all,

Lifetime Ranger rider/driver here, first time forum user. I have a 1997 Mazda B2300 whose only feature is a tach, and over the past few weeks I have been diagnosing a crank w/o start + no OBD communication issue.

After browsing and trying the common solutions of changing out the fuses (yes, including the cigarette lighter fuse) to fix my lack of OBD communication, I've decided to tackle the ground wire in the attached photo. I know it's a ground because the ground side is still on the screw; unfortunately, I have no idea of what it's supposed to be grounding, and I'm wondering is this my ECU ground? Or is it otherwise related to it?

I'm open to any help and I'll answer questions about what work I've already done (new fuel pump, checked spark, idles on starting fluid, tried manually powering pump and confirmed pressure at rail, inertia switch reset).

Thats not a factory ground wire.
 
That is not a factory ground, but your ECU does have a ground wire attached to it. I am wondering if previous owner for some reason replaced the factory ground wire as original was damaged. There are quite a few other grounds thru out the truck. I am not quite sure where the ground does connect to the ECU but I am curious now and will eventually look and see. I have not worked on a 97 so not much help other then basic checks.

The 3rd pic shows the ecu ground, with the green colored screw.
