manual shifter seizing?

Although I have a Ranger this question is based on my friends honda civic and it's not worth joining another forum for one question so hope this is okay here. It's a 93 hatchback with about 130k. The shifter almost feels like it's seizing up and takes almost 10lbs of force to change from one gear to another, He parks this car for almost 9 months out of the year not sure if this has anything to do with it. Before my Ranger I used to own a 90 Accord and it too got a little bit tough to change gears but nothing compared to my friends civic. Every year it seems to get worse and seems as if it's going to seize right up.
What could be the problem?
Also forgot to mention the shifter is hard to change even with vehicle off.

Did you check its fluid level?

Typically requires removing the fill plug and seeing if it runs out. If not, refill.

Biggest cause of manual tranny failure is no/low fluid.
Look underneath, See a fluid trail?
 
I believe it's an external linkage and the bushings get tight due to rust etc. they need lubricating or worst case senario taken apart cleaned out and relubricated.
