Manual locking hubs

I just got this 87 b2. And My front passenger brake locked up. So when I took the tire off. The manual locking hub came off with the rim. I am guessing that it was supposed to do that? And is there suppost to have an oring to seal it up? Any online manuals with pics to help me out?

There is a small O-ring that goes along the inside of the hub and yes they are suppose to come off when you take the tire off. I can't really find a good picture of the o ring online.

I like to put a thin layer of Permatex to keep it sealed up,also keeps them on the truck when removing the wheel.

Thanks guys!!! I need to replace the passenger side brake caliper. It was locked up. And will do pads as well.
