Can't get to 4th because it sticks in 3rd
Syncros and bearings were replaced

Not a transmission guy so what do you think is wrong with it?

Is there a lot of play in the shifter and/or simply hard to find certain or any gears? Could be a simple shifter bushing issue, $12 repair kit may fix it, but I would suspect that worn or bent shift forks are far more likely. If material is missing off the forks or if they're bent, the slider ring won't move far enough to engage the gear fully and thus it pops back into neutral.

probably a question you SHOULD be asking of who did the work

That was my first thought too, bearing and synchro replacement would require a full rebuild, and it would be hard to miss a worn out shift fork... but that's assuming the rebuilder actually knew what they were doing.

That also brings up another point - there are things inside the transmission that can be installed backwards which would cause this issue. I dunno, just something to think about.
