I know this thread is a few month's old now with no clear resolution, but I'll offer the answer. I live in Western NY. Have my entire life. My Father owned a Ford dealership for 37 years. I saw tons of cars go through inspection. This applies to vehicles outside of the NYC area, so Central NY, Western NY, Finger Lakes, North Country, etc...
In NY, once a vehicle is 25 years old (current year - vehicle model year) it becomes a safety only inspection. Brakes, lights, wipers, horn, tires, mirrors and a couple other smaller things. Nothing, NOTHING, about emissions. If the vehicle has OBD-II, it gets plugged in and if it throws codes you get told you have codes. But you don't have to address them for the inspection. You get your safety inspection sticker and go about your business.
That said, NY law says you are not supposed to remove or make emissions equipment inoperable. Federal law says the same. Neither the State nor the Feds spend any money looking for violators. So, when your truck is 25 years old you can roll the dice as you see fit.
