Low power?

My truck has 4.88 gears and 35x12.5x15 tires. I just did a full tune up on it along with injector o rings. I have no power in 4hi. Seems like its not useable off road. Is this normal? Have no blow by and it doesn't smoke. I can still do 70-75 on the highway. Engine 4.0 ohv, single cab short bed.
 
Mines the same way, same tire w/ 5.14s.

My assumption, the engine is small, and has no inertia, or real torque.

Wheel it in low. Mine will do 50ish mph, in low range at 5k rpm. Do you really wheel any faster than that? It also gives you a closer and more usable gear selection.
 
No I do not go any faster. I haven't really drove the truck in 3 years. It just seemed like it would have a little more power than I remember after the tune up. I have a spare 4.0 I wonder if putting a cam in it would even be worth it. A v8 swap would be nice, but around here its hard to find a complete swap.
