I need to replace the altenator but need to release the tension on the belt. My manual says to .... "loosen the belt, attach a 3/8 inch drive ratchet and rotate it against the spring force in the direction shown...."

My question is... I can not find where to put the 3/8 ratchet. The Tensioner pulley has a bolt... is it next to it?

Thank you.

There should be a small square hole on the tensioner arm. This pic probably isn't a Ford 3.0, but it should give you an idea of where to look for the hole.

You didn't list which engine, but you "likely" need to use a 15mm wrench on the tensioner's pulley bolt, to loosen the tension.
