Why does top lighter in my 95 ford ranger 4*4 not work but the bottom lighter works. Fuses are good in both

Why does the top cigarette lighter in my 95 ford ranger not work but the bottom lighter works great and fuses are all good
It could be on a separate fuse or it could be a bad socket.
It's not hard to replace the socket, but before you do, check the center for 12v and the side case as ground. If you don't have that, check the wiring to it. Still no power, must be a bad fuse or wiring.

Is one a power take off? meaning it's not supposed to make lighters hot but to provide power to accessories.
