I've always been wanting some light mounting tabs similar to those that could be bought for the 98+ rangers. I went out to my truck and confirmed our b series do indeed have the needed holes already in the bumber, the difference is the bumper pad. Well, I am glad to tell my fellow B-sries owners, there is a solution, and it's waiting in your local hardware store!
Parts list:
2 5x5 angle brackets. (The ones I bought were from Depot and have 3 pre drilled holes on each side, and we will be using the middle hole on one side since it is in the perfect position and it is the right size)
2 1.0x7mm metric bolts (I believe the lenght I used was 30mm)
4 7mm flat washers
4 7mm lock washers(they come in packs of 4, so why not)
2 7mm nuts
Tools:
1 13/32 metal drill bit
1 drill
The appropiate wrenches for bolts.
Procedure:
(this is the order I did it, if you have a vise available, I would reccomend drilling the brackets for light mounting before placing them on your truck to avoid accidental damage)
1. Mount the brackets on your truck!
They will mount like this using the middle bolt hole on one side.

2. Make the exsting furthest out hole larger for the mounting bolts for lights.
(I'll upload a pic before the lights were on later)
3. Mount your lights!
The total cost was $8.68 in parts and took me about 15 min to complete.
Here are my results with some cheap "Baja Tough" lights for now.
