Left blinker not blinking but turns on

1994 ford ranger

My left blinker turns on, but won’t blink. The right blinker is fine, the hazards are fine and when the hazards are turned on the left blinker works. What is this wizardry???

Is this a flasher relay issue? Fuses are fine.

Sounds like what happens when one of the bulbs doesn't have good ground. I bet if you turn the hazards on and look, you'll notice one bulb not working or dimmer than the other side.
