There are a few things you can check. first check that the heater core or a/c evap. is not clogged with debris. Then check that the motor is running in the correct direction, also check that it has the correct cage on for the rotation. The blower on my 84 would blow your wig off on high, the one on my 91 is rubbish.

It's probably plugged. That blower should over power you on high.

Maybe turbo charge it...many people on here have done that...it really adds more blow power to your heater fan...

Oh, wait...scratch that idea...that actually involves opening the vent to outside air when you are doing 150 mph...so that might be fun...but it is probably plugged as suggested...or maybe your blower is a bit wonky...

Running more juice to it would work, but you'll likely lose the pwm function and with that adjustability. Sooo pull her out, clean her up and make sure nothing is clogged or broken.
