It looks right to me. Did you replace the bushings and sway bar links yourself? If not, the paint could be just a mark somebody did to remember which way to put it back. I'm not even sure if you can actually put it in the wrong way.

It looks like the sway bar links may be upside down, I don't think it really matters anyway. Do you have handling problems with the truck, specially taking sharp corners?

I've always installed the links facing that way. That's how they were factory on the Explorers anyway.

And it really wouldn't matter which way they face, they are only there to keep the bar attached to the control arm, they can do that equally well facing either way.

Thinking the green paint could be junkyard markings, indicating your present swaybar was salvaged and installed on something of a budget.

For a definitive answer on upside down or not, go scope out some swaybars in situ at a junkyard...

swaybar

you have it correct. the paint is a factory mark to show that the components, nuts and bolts are installed and torque properly. you will find paint marks all over the vehicle. it is done by a quality control inspector at each components section of the assembly line. spend some time and look for them... the ends of your sway bar are not level with your bushings, due to the suspension being unloaded. (not on the ground)...

The ends of my sway bar look similar to what is in the photo. I have a 1.5" torsion bar lift and that could account for the slight misalignment with the bushings. Those rubber bushings are designed to flex a lot as the suspension moves up and down and don't need to be perfectly aligned.
