I've got a 1988 Ford Ranger 4x4, 2.3L. Been having this problem for over a year intermittently. But for the past 3 months it has been happening the same way every time I start it up. It revs to 2000 rpm. When I turn the ignition off and then start it back up after it warms up. Then it idles at 800 and runs good.

Here are some things I've done:

major tune-up
cleaned and tested the EGR
replaced, ECT, IAC, MAP, O2 sensor
checked the TPS
throttle cable
cleaned throttle body, and injectors.

Anyone have any suggestions?
