I went to replace the spark plugs/ wires on my 97 and broke one of the bolts on the upper part of the intake. I put everything back together and torqued the rest down.

My question is, is it ok to drive on a broken intake bolt thats not torqued down?

it could cause a vacuum leak, so don't be surprised if it doesn't run right.

its not going to leave you stranded, if thats what your asking. but i would get it fixed since it could potentially cause drivability problems and/or lower fuel economy.

depends on how it broke off. if its sheered off above the lower intake, i would remove the intake plenum again and try to grab whatever is sticking out with vice gribs or a stud installer. if its flush with the lower intake, you can try drilling the center out and using an easy out....otherwise you'll have to drill it all the way out and re-tap the hole.
