Installing a hitch?

Attempting to install a Reese 37042 receiver on my 93 XLT 2wd long bed. Instructions say to remove bumper bracket and install 3 carriage bolts through the frame. But there are only 2 holes in the frame. 3 in the bracket but the third is filled by something like an alignment pin. What am I not getting?

Not too sure what's going on here. On mine I just unbolted the bumper one side at a time and put the hitch in. Then drilled holes for the 3rd bolt and installed them.

only solution I could come up with was grind the "pins" Down until they weren't in the way.
 
Ima say that'll work.
 
On mine, the hitch bracket has 4 holes, and 1 of which is located above that rivet. There's 1 bolt on each side of that rivet. But the hitch's 3rd bolt (furthest from bumper) is located about 2" past the front end of the bumper bracket, so there's a 3/16" thick gap between the frame & hitch. That's why my hitch came with a pair of 2"x3" spacers of 3/16" thick steel (same thickness as bumper bracket), to fill the gap.
Are you missing these spacers? BTW, mine has no washers sandwiched between the hitch and frame -- only the bumper bracket (or spacer).
