its at .8v and yes it only runs shitty at idle and at a 1/16th to 1/8th throttle it boggs and jumps around in gear. It also has a small bog when you hit the gas.

Kinda sounds vacuum leakish to me.

But yeah....pull the KOER codes.

With these old obd systems codes received koeo recurring to map you stated hz from sensor but not what the pcm/ECU since unplug and runs better.
Suspect wire to pcm/ECU . Ohm wire then while still disconnected do a load test with brake like bulb from battery n ground pcm circuit side see if full bright to make sure no corrosion in circuit
Make sure if that passes ground load same way, then running light side for 5volt single wire is steady low glow.
Test lights n bulbs are your friend, ****NOT**** with pcm/ECU plugged in circuit. All done with systems apart.
