it seens to be at high idle when it starts and stays hear 3,000 rpms the entire time help

the most common cause is a stuck Idle Air Control valve (IAC), or a vacuum/air hose is loose.
make sure the throttle plates are not sticky.
when IAC's stick they usually make a very loud sucking noise from the air intake

it was doing a loud sucking noise
if the noise is coming from the throttle body then you can try to plug the small hole in front of the throttle plates with your finger and see if the idles down.. then you should replace the IAC valve.
