IACV Voltage Question

Hey all,
some critters got into the engine bay the past week. I'm trying to chase down some electrical gremlins now, but found something that might not be critter related and had me stumped.

Should the ground wire for the idle control valve read 0 volts?
When I tested the wires KOEO, I got 12.4v on hot wire, but then read .4 volts on ground wire. I assumed it would be 0. FWIW I'm using an IACV with integrated diode.

There is no ground for the IAC solenoid. It's fed 12v at all times the key is on, and the computer grounds the solenoid to activate it. So yes, you may get a little voltage on the ground wire from the computer circuits.
