IAC is not working

86 2.9L, 5 speed, 4x4.
My IAC is not operating. The IAC is brand new. The red wire has a good 12+ volts with KOEO, and KOER. The grey wire (ground, the control for the IAC) has ground when key is off. When KOEO, and KOER there is no ground. I see no sign of ground with key on, even when starting, or when engine is running and trying to idle but starving for air. If i jump the grey ground wire to a ground source, the IAC opens as it should, and idle shoots up, other than that, the IAC is ALWAYS closed. WHY IS THE COMPUTER NOT OPENING THE IAC? :annoyed: Thank you so much

Base timing and advanced timing is correct.
Codes Are:
KOEO-
11 (pass)
Memory-
18 (ignition tack signal erratic)
53 (TPS too high)
63 (TPS too low)
33 (EGR did not open intermittently)
KOER-
33 (EGR did not open/respond during test)
13 ( IAC not controling idle)
25 (knock sensor not tested)

I don't know, mine is not working either, so I removed the solenoid from the valve and made a plate with a screw in which allows me to manually adjust the idle.
 
Thats not a horrible idea. I will save that one in the "last resort" catagory. :icon_thumby:
 
No ideas? Maybe computer? Anybody have knowledge on how to perform some tests so as to get a better idea on the problem? Anything? thanks
 
Your getting TPS codes it tells the computer when it is all the way closed and did you reset the computer. Erase the memory first then disconnect the battery for 30 minutes. Then run it at medium speeds for around 20 minutes the pull the codes again while the engine is still up to temp. Then work on those codes one at a time starting with the smallest number first and reset the computer every time you change or clean a sensor to see that that code has cleared. You have alot of red flags but one sensor can throw multiple codes fix them one at a time and always reset the memory and computer before you run the codes again.
