preparation is key when painting on any surface, on bare metal rims, you want to prep it using a degreaser, and/or sand it down with a 150ish grit (to give it a scuffed finish) and take off any clear that's on it, from there you want to use a tack cloth to remove any dust or other contaminants, if it's down to bare metal, you want to use a primer, then base coat... i highly recommend tremclad's high heat flat black, it will stand up to the rotor heat with no issues...
if you're going onto previously painted rims, don't sand the paint right off, unless you have peeling/chipped paint, just scuff it up with the 150 grit, then go to the tack cloth, you could use a degreaser, but it's not 100% necessary... skip the primer and go straight to the tremclad high heat spray...
