I just checked through my states vehicle inspection criteria (Pennsylvania) and it reads this:
(viii) Spring shackle kits or blocks are used
to lower the suspension of the front of
the vehicle.
(ix) Spring shackle kits are more than 2
inches over original equipment.
(x) Blocks are used on front axle to raise
the vehicle.
(xi) Blocks used on rear axle exceed 5
inches over original equipment.

So does this mean I cant throw some washers under my front coils?
Will the belltech shackles still be legal?

Well I don't think washers classify as any sort of "block" so...
And if I remember right, the Belltech's raise your rear end up about 2" so...

:dunno: Do you have to get an inspection every year or? There's always switching stuff back to stock for the inspection and then switching it back when you're done with the inspection.

A leveling kit is legal in PA.

When they say that blocks aren't legal on the front axle it's not talking about coil spacers. They are talking about actual lift blocks, particularly on leaf-sprung front ends.

I'm not sure about your Belltech kit since I don't know which one you have. Honestly, most inspectors aren't looking for that kind of thing and won't call you on it.

I'm a PA state inspection tech BTW.

Hahahahaha thanks guys, I figured Adsm would help out since he actual lives kinda close to me. The guy that inspects my truck is pretty forgiving, I just like the idea of not having anything that a pissed off cop could complain about. It also says about fender flares not being more than 3 inches, and tires cant be outside the body line, but who does that?

Alot of cops don't know the difference between a coil and leaf springs... you'll be fine.

That's both jurisdictions, kinda like headlights. You can get failed for it, but you can also get pulled over for it.

Window tint and stickers below the AS1 line are a State Police matter now. They just changed that, used to be an SI rejectable.
