howling noise from air box - 99 4.0L 4X4

I am getting what sounds like a vacuum cleaner running at full speed from my air box when it sits and runs. It almost seems that it is trying to get more air. I can take the top off while it is running and the noise stops. It has done this with both a paper filter and a K&N. Anyone have any ideas on how to get rid of the noise? Thanks.

replace full set of intake gasket not the "old number" the superseded set this is the FEL-PRO MS98006T number from RockAuto.com

A bad IAC (Idle Air Control) valve will make this same noise and it sounds like it's coming out of the airbox. It's a relatively cheap part (under $60 if I remember right), and takes about 10 minutes to change. It's mounted on the driver side of the intake manifold, right behind the throttle body.
 
Ha,Ha, my IAC used to act up on my 99. It always waited till it had an audiance, and I would make a grand entrance. Give it a shot of WD40 and if it gets quiet for a few seconds go get a new one.
 
Mine does it in the the cold and usually a blip from the throttle and it goes away. I would like to fix this. Good info
 
my 99 4.0l 4x4 is doin the exact same thing.. but only after i drive it for a while. Gunna get a new IAC valve soon and hopefully it takes care of it.
 
my 95 just started to do that aswell, i took mine off and sprayed throtle body cleaner in it, let it soak awhile, cleaned the inside with a q-tip and no more howl out of mine
