Horn/cig lighter circuit not working...

1988 supercab 2.3L 2WD

My horn and cig lighter are not working. I tried using a multimeter to test the circuit on the fuse panel but i'm not very proficient with using it... as far as i could tell it wasn't getting power at the fuse panel. and the fuse is some big 20 amp metal thing... i have no idea if its good or not. any Ideas on what to check?

Update

Tore into it some more, the horn contacts pins are shot and the cig lighter is rusted... All the wires get power. Thanks for looking at post though.
