Update

They are stumped, they ordered me a new steering wheel, new clock spring, and wiring harness. A repair record showed it was also "repaired" Sept 07 with another new clockspring at a different dealer. I wonder if these parts are made in China???
Who knows they might try replacing the upholstery and floor mats next.

Might suggest that they try to refill the windshield washer fluid. First thing I would check is the horn relay. I do not know about the 07's, but the older models simply have a relay that the steering wheel triggers to activate the horn. If the relay is messed up it could cause it to honk randomly. It could also be related to the cooler temperatures at night causing the contacts to shrink and would explain why it honks while driving it (bumps in the road). Look in your owners manual, the relay is located in the power distribution box under the hood, usually on the driver side.
 
I thought I heard something about the material they used for the steering wheel was becoming weak, thus touching the horn contacs??
