Hood decided not to open today

If it's not one thing it's another, today when i went to pop the hood using the lever in the cab nothing happened...there wire is still connected to the lever so to me that means there's an issue in the engine compartment somewhere. Is there a trick to popping the hood to see what's going on and replace the wire? I can see/access the lever I would normally use but when I move it with a screwdriver/pry bar nothing happens.

A couple of decades ago I helped an acquaintance with the same problem. Iirc I used a 1/4" drive with a 6", 2“, and a u-joint to access some small bolts thru the grill to unattach the hood latch from the radiator support. Might be 8mm? Or 10mm?
 
I haven't figured that one out yet. Get someone to push down on the hood while you pull the release, just to make sure the hood isn't putting pressure on the latch.

It happened on my engine donor Explorer, and I ended up cutting the grill with a sawzall. Then unbomted the latch. But that was already an unwanted grill.

Unfortunately I just bolted a brand new grille on
