High Idle, and starting issues.

Hey everyone. Long time. Recently bought a 91 ranger 4.0 5speed. As in the title the truck hasnt been starting right up and has an issue with the idle being a little high. When I go to start the truck at any point in the day itll crank over quiet a bit before it starts and is even harder to start after ive been driving it for a bit, almost to a point where it stumbles a bit before running correctly. Motor also is idleing a bit high, say around 1000 to 1200. Did a minor tune up on it, spark plugs fuel filter, cleaned throttle body and replaced intake gasket. Not sure if the starting problem is spark of fuel related. Almost want to lean towards it being fuel related. Any tips would be great. Thanks
 
All vaccum lines have been checked and rechecked. So im sure that isnt the problem. Im thinking the not starting right off the bat is a fuel pressure regulator going south.
