Help With Timing

Went to get emmision test and failed due to high nox. Checked timing and when i removed the spout connector i didn't get any timing advancement.
I checked the ICM and it's good. I checked the wire for the spout connector and there is no short or open circuit. The only thing i can think is the PCM is bad or would another sensor throw off the PCM. I ran a key off test and came up with Code 3-3-1-3-3 ? Don't know whether to change PCM or might bring to ford dealer?

It would really help if we knew what year we are looking at here. What I can tell you is that high NOx is caused by the cylinder temp being too high (above 2500 F). The EGR system is responsible for lowering the cylinder temp by putting inert exhaust gas back into the intake system to lower the temp and then the cats are responsible for eliminating the rest thru a chemical process. 33133 isn't a real code. Here is a site that shows the codes and defs.http://www.extreme-check-engine-light-codes.com/Ford OBD1 Decoder.htm I would guess that you have a code 31, and that your PFE sensor is likey bad causing an incorrect (and low) EGR flow. But without more info, that is unfortunately, just a guess.
