Sure they have. People like to use 2wd trucks for desert Racers because the lighter front end helps in jumping the truck.

Custom build the skid plate yourself or go to a fab shop and have one made. Take a 4wd skid plate and have it made to fit the 2wd...no big deal!!!!
 
The 4x4 and 2wd frame setup is not terribly different on the 98+. Not the parts you are worried about.

You should be able to find a 4x4 one (that will probably be the hard part), find the holes for the bolts, and maybe have to drill out the plate a bit to get all the holes lined up.

Also, I have seen plenty of pre-runner style 98+ Rangers that had skid plates up front. A lot of Pre-runners are 2wd, so you might just need to find one of those.
