Hello. I am trying to fix my 96 Ranger.

No start still. I do not know what I am doing wrong, but I cannot get her to start. We are getting fuel in the rail but no fuel to start.

Come on, don't give up so easy. You just did a full head gasket job, and your giving up?! Trust me when I say it is going to be something simple lol, it always is.

When you say there is fuel in the rail, but no fuel to start, what does that mean exactly. Are you getting fuel pressure??? If you are getting fuel pressure than your pump is working. You can just pull out the schrader valve and turn the truck on, will give the engine bay a nice cleaning lol, and is an easy way to figure out if the pumps working, no tools required. If you want to be fancy run a tube to a bucket to avoid the mess.

Need only a few things for a motor to run at least badly lol:
Fuel
Spark
Air
Compression

This problem started when you messed with your heater core, it is probably related to that. Don't know about yours, but my 91 has the Power Distribution Box right by the heater core. I assume coolant was spilled and things were hit. Check all your fuses/relays (clean up the contacts too). Check all of your wiring near and around the heater core, what was banged or disconnected?

Pour some gas/acetone/brake cleaner/etc down the intake manifold, it should start up breifly if the pump is the problem, if it still won't turn over, then something else is the matter.

I think you just need to take a step back and really attempt to isolate the issue. Even if your pretty sure you know what it is, because you've removed a lot of stuff to no avail. Save yourself some time and agony.

You can always use a different temporary wire, if your factory wire is suspect.
Disconnect the fuel pump wires, and then string a temporary wire (lamp cord?) directly from your inertia switch to the fuel pump. Does that work?

You didn't even try this, did you? Why not? If you say you're not getting any pump voltage, then this will guarantee power to the fuel pump. Never mind the relay.
