Headlights wiring problem

So I just bought a 2004 Ford Ranger Edge and I don't know what the previous owner did to the lighting. When I turn on the headlights both the low beams and high beams turn on. However, when I go to turn the high beams on by pushing the turn signal forward, they won't, but when I pull it forward as if to flash them they do turn on.

I don't know much about wiring a truck but I'm sure I can figure it out. I just want my headlights to work they way they're supposed to. Thanks in advance.
 
It may be the multi function switch. How can you tell that the high beams are on? With the lights on and you pull the lever back, is that when they come on?
