Headlights / Taillights / Fender Flares

Looking at getting some IPCW taillights, the bermuda black style for my 91 Excab ranger. Is eBay the best place to get them? Found a set but they're for $150.

As far as headlights go, I'm staying stock for a while but I found this website that sells complete projector/ballast/everything kits for HID and all I would need to do is cut up my old headlight housing and mount the projectors inside. I want to go with standard Low Beam HID's in the headlamp housing, along with HID fog lamps mounted in a custom bumper, and probably an LED off-road lighting bar that I'll stick in the bumper as well. Any thoughts/comments? I'm not doing those cheap $200 HID conversion kits when I do this. The bulb/proj/ballast/wiring kit starts at $400. I know money isn't always everything but it looks pretty complete and because they are real projectors, I wouldn't have the "dbag HID's" right?

For fender flares, I read the tech article on cutting fenders and everything but what I'm really trying to get are the 4" Bushwasher cut fender-flares. I haven't seen anyone who has the kit but I saw in the tech article that you need to put something to block dirt/dust/water from getting into the doors when you flip your inner fender well. If I got the bushwasher cut fender flare kit would there be a little plastic piece in there to clip in? Or am I going to need to fab/order something to keep the outside away from my inside?

Just trying to get an idea of where I can take my truck in the near future; although it all might change if I buy this truck I'm looking at in WI. Thanks y'all!
