How do I go about adjusting my headlights? There pointing towards the ground and can't see in front of me at all.

There are two screws that adjust headlights. I can't remember for sure but they would be at 12:00 and 3:00 or exactly opposite. The 12:00 [or 6:00] will adjust the up and down and the other the side to side. The screws are located just inside the chrome bezel and there should be a slot of sorts to allow screwdriver access.

I know the tall skinny one adjust but I can't find the other adjustment screw

Sorry, the one I described is from 1985. I don't know bout the 89. Here is a pic of a spare I have. The two long screws on the back are the ones that adjust.

In my pics the screws are accessed from the front, the outside of the truck. It doesn't look like yours are the same. You might have to use a mirror and flashlight to get into where you can see what you want.

Mark, the pictures you posted look like they do show the adjusting screws.

I usually use the side of the house, or a garage door for adjusting at home, something with straight lines on it.

The proper altitude adjustment is a 2" drop at 20 feet from the target. So you measure the height of the center of your headlight, then on a target make a mark 2 inches lower than that, and set the center of the beam on the mark.
