I would be iffy taking it for a report, unless you got the phone number of at least one person who saw it. Parking lot accidents/clusterfucks usually go as no fault, even if someone is clear to blame. In the eyes of insurance companies, police, and the courts, she was hit from behind, and you were the one that hit her. Eventhough its not the case. If its minor damage, I would let it slide, if its something more, I would try to find a loophole and fight it. It does suck when thing like this happen and you're clearly not at fault, but in the eyes of the law you are.
I was in a 60km/h zone, and about 30 feet in front of me a guy pulled out of a yield and stopped right in the middle of my lane, now, you can't stop much in 30 feet going 60km/h, let alone an old Chrysler made beast. Luckly this was my old POS Caravelle. I hit him doing about that. I mess his rear bumper up real bad and I dented mine, nothing major on mine. That day I was calling the dealer on the price of a new bumper and install, I got off lucky at it being about $400. I gave him $500 cash and wrote out a contract dealy saying I paid in full for damaged sustained to the vehicle and to person. I knew he was out for money and was going to try to milk me for everythign I had. He never read what he signed, he called me back a few days later and said his neck hurt, I said I'ed see him in court, I'm still waiting for the call 2 years later.
I'm not saying you should try to pay her off, but I would try to settle this without police assistance and without insurance being notified, as this does not sound very major, probably less then $1000 (In Calgary, anything less then $1000 damages to both vehicles does not need to be reported). I've seen a lot of parking lot accidents, as the one for the shop I'm at is probably the worst designed parking lot of all time. I see probably one or two accidents a week there, mainly because people are stupid and can't wait for someone to back out of a stall with 2 huge vehicles on either side creating a major blind spot until you're in the middle of the isle. Almost everyone I've been witness to have been classified as no fault because its still impossible to tell who was completly at fault, unless its so blatantly obvious. Without seeing the damage, I would probably just let it slide, and keep away from her, as she does kind of sound like someone out for money, also, if she didn't let you get her information (licence plate excluded), call the police and at least get her charged for leaving the scene of an accident, if you get that down, and your side of the story first, chances are, thats going to be the side that the courts lean to, as reporting leaving the scene, and your side it seems more like you're the victum.
