Gas tank?

I've got a 98 4x4 xlt stepside, I'm doing some work on the frame, so I pulled the bed. Looking at the gas tank straps and crossmembers, they look like they need to be replaced. So taking a closer look at the tank, I noticed that on the in side (closer to driveshaft), there is like an outer cover extending from half way on the top to the inside. I'm not talking about the skid plate. Is this a pert of the tank or can it be removed when I take the tank out? Speaking of which, it that a pain to do or fairly easy? Also have any of you replaced the straps and the tank crossmember, if so where did you get them or did you fab your own?

they should have exploded drawings of most, if not all, of your fuel system. that will give you an idea of what you may need to fix everything up. good luck!
