Funky 2.3 high idle

So buddie of mine has a 1990 2.3 2wd 5 spd. And itll hold 3k on the tach untill u hit the brake pedal then itll come down to like 1k.

Now im thinkin a bad vac leak some where. But idk where to look first. The iac?? Or give it the ole propane test right off??

When you know, tell me. I’ve replaced the entire MAF unit and the IAC on my ’92 with a 4.0. Damn thing races at 1700 RPMs during idle sometimes. Other times, 1300, 1100, 900, or 800. Seems to be no rhyme or reason to it. Sucks.
