Push the fuel line into the filter hard. While holding it that way, push the tool into the connector. With the tension on the clip released by pushing the fuel line, it should release.
You can also try rotating the filter canister and wiggling/wobbling it around to break stuff loose internally. It is a very simple retainer, but it will jam if there is tension trying to pull things apart before inserting the release tool. A metal tool will not deform as much, true, but you shouldn't have to push the tool that hard unless the clip is not releasing.
