On my 88 Bronco 2 the fuel pressure test gauge reads -1st test @10 psi.(KOEO).2ND test@ 65 PSI (KOEO) third test at spec @40 psi.Engine start and idle @ 100+ psi.The fuel reg isn't leaking on the vacuum side and Iam getting 20 in of vac. at the rubber fitting. My thought is that the fuel reg. has failed. Is the fuel regulator a hard part to replace? And the fuel return line, is it free flowing back to the tank?

Your truck is doing exactly what mine did when my regulator failed. The only difference is that from time to time, I would get black smoke out of the exhaust.

I would definitely go with a new regulator. Check Rockauto.com for a new one....Much cheaper than autozone/advance auto.
