Fuel pump volume "gpm"

Is it possible to have the correct fuel output in "psi" but not have enough fuel output for the truck to run correctly? I have a new pump in the tank and it is running. I can hear the high pressure pump running. The truck will idle all day long with no problem. As soon as I give it throttle it stumbles and runs like crap.
 
What is the fuel pressure with the engine off and key on, and with the engine idling? My 88 is 39psi with the key on engine off, 30 psi with it idling. I haven't really measured it at anything other than idle.

Is your intank pump running at all? I had to crawl under the truck and have my daughter turn the key while I felt the tank to determine if mine was working or not.

Have you changed the fuel filter in recent memory?

I do not know of a volume test for the fuel injected models; although it seems there should be a way to do one.

I just use the over the counter fuel pressure tool, tape it to the windshield, then drive up a hill under load/RPM. Note the hood isn't fully latched so no peak speeds enough to smash windshield.

I have a new pump in the tank. You can hear it suck up the fuel when you start it. I have changed both filters. I put my pressure gauge and it stays between 36 and 40 psi. What would happen if the return line was blocked?
 
Pressure would be extremely high (pressure is a measure of resistance) and you would be blowing regulators.

I decided to do this job the way I should have done it in the first place. I removed the bed again. I bought a cap and rotor and seal kits for the injectors. I took the bulk of the fuel system apart. I will go thru the fuel system and service all of it. After I finish the fuel system I will do the ignition system. While I have it apart, I will clean all the connetors and grounds. The truck is 26 years old and has 140,000 miles on it so its due.
