fuel pump stays on

90 2.3 5 speed when starting up eng. fuel pump stays on causing to run rough and rich after a long while it finaly cuts off and runs ok also just recently got code 21 ect

Check the wiring around the EEC diagnostic plug. One of the ports is for the fuel pump. Make sure no one has spliced it to run all the time and make sure nothing is in the port itself.

Other than that, perhaps the relay is stuck open?

I have a similar problem but I get a code basically telling me the EEC doesn't know the Fuel Pumps are running. Mine has been chalked up to a wiring problem.
