Where is it on a 2001 SOHC?

I hope not in the tank like Dodges, but I suspect it is.
 
There is no FPR on Rangers after '98, I think that's about the time Ford switched to 65psi "returnless" fuel systems.

There is a Pulse Damper on the fuel rail, it has a vacuum line attached.
Check for fuel in that vacuum line, it would mean Pulse Damper needs to be replaced.

Yes, there is a check valve in the fuel pump that acts as the pressure limiter.
