When I "fill Up" at the pump, The Tank/filler tube leaks a lot of gas. Anyone had this problem? anyone know a good procedure for solving this? will this trigger the CEL?

Its either a rotted out tube or rusted out most likely... you said the tanks leaking too? It possibly could, I know on many vehicles the CEL light comes on because you left the gas cap off ans I would assume that a hole in the filler tube would cause something to the same effect. people come in all the time asking to get codes scanned and we tell them to check there gas cap, lik 60% of the time it off, and about 20% the caps cracked or somthing.

thats quite a leak! anyway, once you get the tank full, does it stay full? that would eliminate the tank as the culprit. the leaking filler neck is a common problem with these trucks. if you google it, you will get tons of people with the same issue. i myself just replaced the filler neck on my 96 fleetside about a month ago. best and easiest way to check your filler neck IMO is to take the bed off. easily done by 2 people, and much less work putting it back as opposed to dropping the tank. of course if your tank is punctured/leaking, you will soon know that pain. ;) but yea, filler neck = common problem, id start by checking that out.

My brother's 1992 had the same problem. This was caused by a rotted/cracked filler neck. Buy a new neck and replace. Take the bed off...it is the easiest and fastest way. Do a search for my used name (warment) and you should find more information on the problem.
