fuel gauge issue

I was hoping someone could help me. I am trying to fix the fuel gauge in my 91 ranger. it is stuck on empty. I have replaced the gauge, and the sensor, and still cant get it to work. Does anyone have any idead i could try to pinpoint the problem?
 
Faulty wire? Fuse? When it comes to electrical stuff, always check the fuse box first. If that's not the problem, check the wires.
 
I have checked the fuses, they seem ok. I have been told that due to the sensor running on resistance, that an open circuit would cause one reading, and if I ground the sensor wire, i would get the opposite. Is this true, and if it is, which is which, does an open circuit show empty or full? This would help so I know if i got a break, or a grounded wire.
