Fuel gauge flux

I've got a 03 Ranger 4x4 and just recently the fuel gauge has been fluxing. It fluxes about 1/8 of the tank. At first I thought it was a tune-up b/c noticed the gas mileage was drastically reduced but it looks like its the gauge. What I would like to know is where the grounding point is for the wires to the sending unit or the gauge. Maybe its possible there's a ground loose? Also I heard that the fuel tank has a vacuum on it, is it possible that the fuel cap may not be keeping vacuum? I haven't gotten a fuel cap light. Thanks
