Fuel filler neck, inner tube and outer?

Put the pa 3" body lift in my 93 4.0 I pulled the outer filler tube off to lift my bed off. When I put it back on I noticed there is an inner and outer tube in there? The inner tube had a non removable clamp on it... I'm wondering if they both have to be hooked up or just the bigger outer one needs to be???

AFAIK the hard plastic inner tube is the one the gas is supposed to travel thru and the air escapes up the bigger one. Hard to say if it will be a problem if the inner one is not hooked up. All I can suggest is try and report back your results.
Of course someone with more knowledge is welcome to chime in.

So they are both connected....? If fuel goes into the bigger one it will still go into the gas tank I'm assuming?
 
I had a similar experience with my b2, ive removed the inner tube and my truck hasn't quit running yet. Thought my fuel filter has some crap in it from the dirty outer tube. Thought the fuel pumps dont like it to well

Good luck trying to fill the tank with fuel if both hoses are not there.
 
Why do u say that? I put 10 bucks in it np today...
