Point of the Vent hose is to allow fast filling of the tank until it gets close to the top, so Gas station pumps nozzle sensor should "click off" the pump when fuel in the tank gets to the top, covers Vent hose end.
It is best to slow down filling speed at that point and then wait for the next "click off", tank is then as full as it should be.
The Filler Hose itself is a Vent, just doesn't let air out as fast when gasoline is flowing down it.
Problem with over filling is that gas in the tank sloshes around, and you have an EVAP system that does NOT react well to liquid gasoline, replacement charcoal canisters can run up to $500, and for the extra few miles from a 1/2 gallon of gas it just isn't worth it.
In answer to your question, yes, putting vent hose end higher in the tank would allow filling at faster speed a little longer, but as said filler hose is also a vent so it wouldn't allow you to put in more gasoline, just damage EVAP system
