Well, a lot of valances came stock like that.. hence why they're selling it.
If you were going to make your own, I would just buy some lights and measure for best fit. Otherwise you would have to buy lights TO fit, instead of getting what you want/need.

I have that same style valance sitting in my garage and the holes measure 5", maybe 5.5". I know when I was looking to put it on I figured out that a 6" light not fit, I would have to get a 5" light.
