Flashers/Hazards Not Working

I have a 2001 Ford Ranger and the flashers and hazards are not working. They work for a min when the truck first starts but quit working shortly after. Do you think this could be the relay? Doubt it would be a fuse since they do work for a brief period.

Any suggestions on how to remove the plastic panel under the steering wheel so I can get to the relay? Tried getting it to pop off but stopped cause I know I will break the plastic clips.

Not sure where it's at on the newer trucks, the older ones have a flasher canister on the fuse panel though.
 
Its below and to the right of the steering wheel behind the plastic panel at your knees. But im having a hell of a time trying to get that panel out and dont want to break the clips. So was hoping to get some direction on how to remove that panel.

Not sure what to suggest there. I tried pulling that panel off on my ranger at one point (forget why) and gave up when I couldn't figure out how to get it off without breaking anything. IIRC there is also a metal panel that covers pretty much everything behind that trim panel.
 
Dashes are a real pain there made to go together real fast with no rattles taking apart sucks.Flasher would be the first check does it work on a relay?Hope its not the combo switch there expensive.Is that sierra valley in north east California everyone's back east on here I think your the only one close to me at all.Have you looked under the dash to make sure there isn't 2 screws under the edge?
 
Ya im from the sierra valley. Where are you from? I did locate the two bolts under there, that should probably help get it off!:D

From what I could find on the internet there is a flasher relay below the steering column. So hopefully I can get that swapped out and fix my problem.
 
Um . . .isnt the relay panel under the hood? it is on the left side towards the hood hinge on my 2000. get the manual and see where the flasher relay is in the under hood panel. check that.
