First time trucker runnin rich

I got a White 1985 Ford Ranger w/character last year for a few hundred. 1990 ranger rims w/special order crack in side wall tires, & a detachable tailgate. Painted Black grill, beauty mark on right fender. This is my first truck & I'm tryin to keep it cause it's a champ but I'm having smogging issues do to it running rich. So I replaced carb because of fumes even after rebuild. Fresh cap, rotor, plugs & wires & distributor because of rust inside(noticed while changin cap). The smog tech said the readings improved greatly but still rich. Of course don't want to continue to blindly dump cash but as stated, she's a champ. Runs strong once warm, although, has slight hesitation occasionally which I assume comes from runnin rich. Any suggestions would be greatly appreciated!
 
Type engine? edit; Ima dope...you're in the 2.8 forum.
Check and make sure the throttle plate is opening fully; make sure the choke is operating properly.
You may want to introduce a vacuum leak next time you go thru the test;)
Check pcv valve.

Right on for the info. The choke & throttle are operating fine but I never considered pcv valve. I'll look into that & let you know how it worked out!
