Anyone know should the radiator fan with a clutch spin freely by hand, or should it be tough to move with ones hand.

Should be a little stiff after it sits overnight. Most of the ones I have had roar when you first start them in the morning and then get quiet after a few seconds of running. When the going gets tough on a hot day, you should hear the roar again. It sounds like a jet airplane under the hood.

Fan clutches do vary from model to model. A good fan clutch you can spin with one hand (there will be resistance) and it will free spin up to 3 times around. As @franklin2 stated it will be locked after sitting overnight (depending on the temperature) but after the fan clutch releases and quiets down you can do the spin test. Again if it spins more than 3 times freely the clutch is wearing out. When the temperature is hot enough for the clutch to lock up the fan should be locked, if you can spin it with minor difficulty the clutch is wearing out as well. Depending on how tight your vbelt/serp belt are you can spin the pulley with a good fan clutch.

If temp gauge starts to go up when driving slow or stopped, and then goes down again when driving above 30mph, replace the fan clutch

the temp is constant after warm up, no fluctuations there. Ill have to check it when its up to temp to get the free spin. After sitting for 2 hours, I could not spin the fan, the pulley does move, it is tight.
